1 meta 29 from wiki says "is later negated, then the subsequent action is not negated if the result is no longer "on the table."" ??? So negate is an AL but secondary effect is still there?
2. Marvel cards for Dazzler & Hawkeye move to or switch with reserve frontline characters. Q: is LZ effect for the character hit or is it a blanket rule: spawn can attack reserve whom ever that may be?
Could he go after both if dazzler moves a second hero back there?

Not quite.
Negating the special means the whole thing is gone, so Spawn would now be unable to attack the reserve - the effect does not remain.
The meta rule refers to subsequent actions - which in this case translates to subsequent attacks made against the reserve. Negating the special does not undo damage you have taken as a result of the LZ card, except the LZ card itself.

I agree - that's the way that I read it as well. Persistent secondary effects (not individual actions) are reversed when a card is negated. To use your example of the LZ...the persistent effect is that Spawn can attack the reserve FROG...this would be terminated when this card is negated.
Maybe I conflated it with ALs. Do they leave the secondary effect on the table?
AL is healing
so negate still means no secondary effect on those specific AL
