Title: Tactic- double shot with multi-power cards

simple question- may I combine a tactic double shot card with a multi-power power card and fulfill the "must combine with" requirement?

Nope, officially it must be a level 1 to 4 of the particular card stated.

On a related note, can multi power be used with basic universe or training cards?
