OP Tournament Guide

I found an old print out of some rules which may be the same as the tournament rules Dr. D referenced in another post.  The wording for the ruling on the AI special was exactly what he typed up.  From the print out it seems it was an online rules database called Guide to Playing Specials.  There is a list of alphabetically ordered letters you could click on that correspond to the first letter of the 2-letter code on any given special card.  The list only links to specials beginning with A-J so I'm guessing it was expanded later.  ??? I know I'm missing 1or 2 pages off the front, but my copy only goes through the special code JD so I'm probably missing the back too.  :P

On another print out at the top of one of the pages it says < <back to results for "overpower card game rules clarifications".  Apparently that's what I typed into yahoo back in the day to find it.  :P  On the left side of that page it has what appear to be tabs going from top to bottom with the following titiles: OPA – The Overpower Alliance, Basic Rules, Miscoded Specials, Clone Listings, Programs, Q &A Archive, etc.  The page lists the "most recent rulings/clarifications" on things such as LN, DZ, FA specials no longer being defensive to BQ specials not being able to retrieve any hero specials from the dead pile.  It also says "If a location card is used in a deck (either as a Home Base, as a Battlesite, or both) the Any Hero/Character cards cannot be used.  (Huh?!)  ???

I think I recall looking through these a long time ago and finding that some of the rules contradicted the meta rules so it didn't make sense.  I was never into the tournament scene so I didn't know what to go with.

I also found part of another old print out that was titled in gold letters, "Life with inherent abilities (version 1.0).  The Official Overpower Playing Supplement Provided by Ron Perazza, Steve Domzalski, and the eternally jolly folks at Fleer/ Sky Box. "

So I have two questions.
Where there several different versions of this 'guide' that came out later? (2.0, 3.0, etc. ) 

If there's a contradiction, which takes precedence the meta rules or this 'guide to playing specials'?

Holy SHEESH! Batman! I don't know how you did it but cool.  As I mentioned above I printed this off years (Probably like 10) ago.  What I was never clear on was whether not it was official.  See the any hero restriction...

No. If you use Location cards (either as a homebase or as a battlesite) then you forfeit your ability to use Any hero/Character Specials.
Game changer.

I can't tell if you are joking or not, but they later changed it to allow homebase decks to use Any Heroes (otherwise Team Overpower would possibly be the most pointless card ever printed!)

It's funny that they disallowed Any Heroes with a homebase at first though, imagine trying to use Sanctum Sanctorum under the old rules....

Does this site have the guide to playing specials thing on it? I can't seem to find it, but thats the most important part of the tournament guide.

It's actually not like the tournament guide at all, it's just some fan-made FAQ collection of (mostly correct but some outdated) rulings.

The two questions you asked in the original post:
-There is more than one version of the official tournament guide (this is not the official tournament guide though). I have no idea how many versions, but I know there's more than one
-If there's a contradiction, it was at the discretion of the head judge running the event (for example I've seen discarding of activators + Down But Not Out ruled both ways depending on who was judging)

to answer your questions Nostalgic, The using a location means you cant use any heroes is a out of date rule, it got changed later on in the game.

I am pretty sure the tournament guide was updated frequently, but I do not know what the last version is.

Your tournament director will be able to answer any questions on which rules take precedent over others at the specific event you plan on attending.

Ah nuts, was hoping that rule was still in effect.
