just so i understand lets say forge plays his in the first battle
and gets a second next hand and plays
would he be able to place say 2 additional non duplicate specials?

If he plays 1 in the first battle and another in the second battle, by the third battle he can have his normal allotment, plus 2 non-duplicate cards.  So technically, he could have 3 specials placed to him.

and 2 specials
opens up some tatical possibilities

thats why he's in reserve

Yes they do.  With the right teammates, he can be downright devistating, provided you take the time and have the luck to set him up in advance.
