Shifting ice tactics

Ice tactics targets a specific character so it can be shifted.

But what happens? Does the new target need to discard?

to elaborate a little more - it can't be shifted to a character who has nothing to discard, but it can also be shifted and then avoided still. So, if Jubilee has anything placed, you could use her AC, then her AG to avoid the AI.

so you cant shift an AI to someone and have that character lose a card instead?

this is what happened. Shift from cyclops to jean grey, jean had to discard.

no no, you can still shift it, as long as the new target can lose a card. I just mean to say that you can still avoid the AI after a shift (which is preventing the AI from being effective, technically, which almost seems like it's violating the Meta rule... but it's not  :D)
