i thought an intellect deck would best suit due to Green Goblin's passive bonus, and who doesn't have specials? Galactus. i can also give the special access to someone else if i chose it. Witchblade on Green Goblin, Shadow King OPD on Galactus for more protection.

I've never built a galactus deck but this sounds like a fun one.  But CAN Galactus PLAY specials but he simply doesn't have any OR is he FORBIDDEN to like Beyonder and OPDs?  Can he play activators? Artifacts? If legit, have you considered psycho mans malice.  That would be AG &ADs although LO is a wicked defense

He just doesn't have any for himself. He's allowed to play the gamut of Any Hero specials, activators, etc.

Beyonder is allowed to play One Per Decks, just not OPD Specials.

the idea of my deck was to give special card access from Shadow King and Green Goblin to Galactus, so he is truly a powerhouse in every regard.

the other bonus is to equip Green Goblin with The Witchblade, so i can also attack with 8 Intellect's and get a +1

unblockable from power cards :)

plus being able to use activators isn't too shabby either :)
