GK Post mortem?

A character is on the ropes: 2 of 3 icons and one's a multi power and cumulative is up to 17.  Can post gather info AFTER KO or is that broken.  It definitely doesn't allow hero to avoid.  If yes, can a AD teammate avoid block it post mortem?

I wouldn't think he could use it after the target's been KO'd, because it specifically targets a character (and can thus be avoided by that character).  If there is no target available, you can't play it.  And holy shit, why don't more characters have this card?  That one's getting added to my DC Core Set...
