Cards Excluded from the 56/51 Total of a Deck

The rules are actually quite vague about this.  From the Facebook Overpower community, it seems that the following cards aren't included in the minimum 56/51 cards that make up a deck:

- The 7 Mission cards
- The 4 Heroes (3 frontline and 1 reserve)
- The Home Base
- The Battlesite

However, I don't see anything clearly written in the rules about the latter two (the Home Base and the Battlesite).  Did I just miss something?  I've looked at every version of the rules that I can find, and don't see it clearly spelled out in any of them.

try looking at it this way - your "deck" is your Draw Pile at the very start of the game.

I get that, and am not even saying it shouldn't be that way.  Just that it doesn't seem to be spelled out in the rules.

By the logic of your Draw Pile being the same thing as your deck, that would contradict this part of the rules, where it says "All decks must have four Character cards, and one complete seven-card Mission."  But we all agree that neither your four Character cards, nor your seven-card Mission count as your 56 card deck.
