Responding to an attack with an EB special: Legal?

Am I able to respond to an attack by playing Jean's EB special, or does it have to be played during my opportunity to attack?

The latter. EB cannot be used defensively.

Does anyone have a suggestion that would make the XMEN expansion EB specials better, other than changing the duration to remainder of game?  I thought about defensive use and draw to replace.
