Can the new BY specials like Dazzler's be avoided? or can they only be negated? Cuz i know powerleech, power hungry monters, shatter shriek etc. have to target a character and can be avoided.

negated only

the brood/banshee ones too.  afaik, only the anyhero BY was errata'd to targetted
